Hong Kong’s Department of Health (DH) has implemented an online registration system for dental general public sessions (ORDGP), marking the end of early morning queues at dental clinics. The system, launched on December 30, 2024, particularly benefits elderly patients who previously had to wait in adverse weather conditions to secure treatment slots.
New Measures to Address Attendance Issues
Following observations from the first three days of service, the DH has identified a pattern of appointment no-shows. A DH spokesperson explained that some patients missed appointments due to scheduling conflicts or misunderstanding the scope of services, noting that some “were unaware that the scope of the service was limited to emergency dental services.”
Enhanced Allocation System and Waiting List
Starting January 6, 2025, the department will introduce an over-subscription ballot system to optimize resource utilization. Priority will be given to individuals aged 65 and above, who will be automatically placed on a waiting list if not initially selected. The DH will contact successful applicants on the ballot day to confirm receipt of SMS notifications and remind them of their appointment details.
Registration Protocol and Time Management
Successful applicants must arrive at their designated dental clinic by 8:30 AM on their appointment day. After attendance verification, clinic staff will begin contacting waitlisted individuals from 9:30 AM to fill any vacancies, with a registration deadline of 11:30 AM for these backup appointments.
Service Scope and Resource Management
The DH emphasized that these public dental services are specifically for emergency treatments, including pain management, tooth extractions, and urgent conditions such as oral abscesses. “Given the limited quotas, members of the public should not abuse the service and waste valuable resources,” the spokesperson stated.
Digital Integration and Community Support
The system will become accessible through the Hospital Authority’s “HA Go” mobile application from January 10, complementing existing access points through the eHealth mobile application and the DH’s website. To ensure widespread accessibility, the DH has partnered with various community organizations, including District Health Centres, Elderly Community Centres, and social welfare institutions, to assist those requiring help with registration.
