Pakistan Govt Pushes for Action Against Non-Compliant Colleges

PAKISTAN: The sub-committee of the Senate Standing Committee on Health has called on the Pakistan Medical and Dental Council (PMDC) to cancel the registration of medical and dental colleges that fail to refund fees to students. According to an article published on ProPakistani by Rija Sohaib on January 9, 2025, this directive emerged during a meeting chaired by Senator Palwasha Khan. The session also included the Special Secretary of Health, the PMDC President, and its Registrar.

The meeting addressed grievances related to fee practices and transparency within medical and dental institutions, emphasizing the need for strict enforcement of existing regulations. “Strict action will be taken against colleges that fail to refund fees,” the PMDC President affirmed during the session.

Issues Faced by Students and Foreign Admissions

During the session, troubling cases were brought to light, including the situation of two Afghan students admitted to Sargodha University under the foreign quota. These students alleged that the university refused to issue their degrees, leaving them in a state of uncertainty and distress. Such incidents highlight broader issues of accountability and procedural fairness in medical and dental education institutions.

The Special Secretary of Health underscored that fee increases at the time of admission are not permissible, emphasizing the government’s commitment to ensuring a fair and transparent admissions process.

Fear of Retaliation Among Complainants

The PMDC spokesperson acknowledged that many students are reluctant to file complaints due to fears of retaliation. To address this, the PMDC has urged students to come forward with grievances directly. “Students are encouraged to file any complaints against medical colleges directly with PMDC,” the spokesperson stated, emphasizing the council’s commitment to safeguarding student rights.

Diverging Views on PMDC’s Authority Over Fees

The session also exposed tensions between the PMDC and the Private Medical Association. While the PMDC has been directed to take stringent action against institutions that fail to comply with refund policies, the Private Medical Association contested the council’s authority to regulate fees. Senator Palwasha Khan urged the PMDC to fully exercise its regulatory powers and suggested amendments to the relevant act if necessary. The committee requested detailed updates from the PMDC within two weeks, focusing on fee refunds and other compliance measures. “If amendments to the act are needed, the committee would recommend them,” the chairperson stated.
