Quebec Dentist Suspended and Fined for Offensive Remarks

CANADA: Dr. Viktor Dorokhine, a Montreal dentist, has been suspended for three months and fined $10,000 by the Quebec Order of Dentists disciplinary council for making racist, vulgar, and sexist remarks during a conference for dental students. The decision followed two complaints filed against him in May 2023, with Dorokhine pleading guilty to the charges in January.

Offensive Comments

During the conference, Dorokhine made a series of offensive comments and gestures, including remarks such as, “You look like a Persian Jew with that nose,” and “Do you like f#$king Indigenous people.” He also made inappropriate comments about individuals’ physical appearances, including references to their breasts and buttocks.

Among the egregious statements, Dorokhine reportedly asserted his authority in a threatening manner, stating, “I can do whatever I want to you… I am a doctor and I can cut you open and do anything I want to you!” His behavior, characterized by inappropriate gestures and remarks, targeted both male and female students and other attendees at the conference.

Consequences and Response

As a result of the disciplinary action, Dorokhine has agreed to undergo psychotherapy and has taken responsibility for his actions. The judgment underscores the seriousness of his conduct, acknowledging that it undermined the honor and dignity of the dental profession. Additionally, Dorokhine will be required to publish a notice of the court’s decision in a newspaper.

Dorokhine, a graduate of the Université de Montreal in 2009, served on the Canadian Dental Association’s board of directors until April 22, 2023. His practice is based in Mirabel, Quebec, and he also works in the Northwest Territories.
