Saudi Arabia Implements Restrictions on HR Jobs

SAUDI ARABIA: In a recent announcement, the Ministry of Human Resources and Social Development (MoHRSD) of Saudi Arabia has declared that human resources (HR) jobs are to be exclusively held by Saudi citizens. 

This decision was made in response to an inquiry regarding the nationality of an HR personnel in a private clinic, affirming that “Human resources professions are among the professions restricted to Saudis.”

Localizing Consultancy Services

This move coincides with the second phase of a broader plan aimed at localizing consultancy services within the kingdom. Under this initiative, 40 percent of consultancy roles are slated to be filled by Saudi citizens. The objective is to provide more opportunities for local citizens across various regions of Saudi Arabia, fostering a more dynamic and productive workforce.

Saudi Arabia has been steadfast in its efforts to implement localization strategies across different sectors as outlined in Vision 2030. The initial phase, initiated in April 2023, mandated that 35 percent of employees in specified positions be Saudi nationals. This endeavor aligns with broader goals of reducing unemployment to 7 percent and diversifying income sources within the kingdom.

Dentistry Localization Initiative

In a related development, on March 11th, the kingdom commenced the implementation of a decision to localize the dental profession by 35 percent in private sector establishments with three or more employees. This measure underscores the government’s commitment to increasing job opportunities for Saudi citizens and fostering economic growth.

Individuals encountering violations of labor regulations are encouraged to report such instances through the Ministry of Human Resources and Social Development’s application. By doing so, citizens can contribute to upholding the integrity of the labor system and ensuring compliance with regulatory frameworks.

Saudi Arabia’s strategic focus on localizing employment opportunities reflects its commitment to fostering economic prosperity and empowering its citizens in line with Vision 2030 objectives.
